Senior Citizen Pension Eligibility Requirements and How to Apply


Here in the Philippines, a lot of senior citizens rely on a monthly pension from different government organizations: SSS, GSIS, and even other pensions that could sustain their daily needs. However, not all senior citizens are actively receiving a monthly pension. Why? Because some are unaware and not knowledgeable about this pension.


While some are just plain ineligible to participate in the benefits. Since this is the case, the Department of Social Welfare Development (DSWD), took action in this dilemma by having the DSWD Social Pension Program for Indigent Senior Citizens (SPISC).

What is the DSWD Social Pension Program for Indigent Senior Citizens (SPISC)?

The DSWD Social Pension Program for Indigent Senior Citizens is a government initiative in the Philippines designed to provide financial assistance to low-income elderly individuals. Here are the key features of the program:

Eligibility: The program targets senior citizens aged 60 and above who are classified as indigent. This includes those who are frail, sickly, or disabled, and who do not receive pensions from any government or private sources.

Monthly Pension: As of 2024, eligible seniors receive an enhanced monthly pension of ₱1,000, up from the previous ₱500. This increase, mandated by Republic Act No. 11916, aims to provide greater financial support to indigent seniors who are frail, sick, or without other pensions or financial support. Program Goals: The primary aim is to help alleviate hunger, support basic daily needs, and protect vulnerable seniors from deprivation and neglect​

Budget Allocation: The Department of Budget and Management (DBM) has allocated ₱49.807 billion for this program in 2024, which is more than double the amount allocated in previous years​.

Who can apply for the SPISC?

  2. Bkit po ung nanay ko hanggang ngayon walang natatanggap na pension ng senior, nag 60 sya last year 2017 july pero hanggang ngaun walang nakukuha dto sa San Miguel Sto Tomas Batangas.

      Pwde po b mkpag-avail ung mother q 66 yrs. old n po xa dis year (Mar. 19, 1953 bdate po nia) ng pension jn sa Senior? May nare-received po xa pension pero gling po un sa SSS death pension ng father qng namatay, sna po mk-avail at mksama xa sa benefit program na yn pra sa mga senior. Kulang pa po kasi ang 3k n natatanggap nia monthly for medical assistance ska sa png-araw-araw na pngangailangan nia since may maintenance medicines na po xa sa sakit nia ngaun (Parkinsons Disease, 10 yrs suffering).

Dabi ng DSWD un may sss d nila binibigyan e 2,400 kulang na kulang pa pambili ng gamot e un mga mayayaman may pension mwron 7k nakukuha sa sss pero may social pension kasi malakas at kakilala ng barangay sana po imbistigahan nyo mga binibigyan nyo nanay ko namatay 90 kahit singko wala nakuha sa govt.kasi may sss daw po 3,500.00pensipn sa sss revice nyo mga binigyan nyo ng pension,kahit sa 4p’s kun sino un may kaya meron un mga dapat wala marami corrupt saDSWD

  12. Dito din poh sa Bohol pinipili lng poh nila mga tao kung sino yun mas malapit sa kanila..ang mga magulang ko poh 64 and 67 wlang natatangap..Bakit pareho lng poh cla senior citizen poh??

  14. Dapat pag 60yrs old automatic mka avail ng SR previllages wla ng exemption. Tama yanna hindi maiwasan ang palakasan dyan.

  17. My mother submitted an application 2x, until now wala cya narereceived. Sabi ng isang Senior Citizen na kapitbahay nya, di qualified ang mother ko dahil may anak na nagtatrabaho. So, hindi lahat ng senior na walang pension ay qualified. Kasi dapat NO financial support from the family, pero may mga nakakareceived ng Social Pension na anak ng mga empleyado ng OSCA. Siguro pinabayaan na nila ang magulang nila para maqualify sa pension. Nakakalungkot lang.

    Gagasino na yung ibigay nila yan sa mga senior .
    Nag apply ang nanay ko na senior citizen ng ganyan ang sabi sa kanya hindi pa daw siya pede dahil hindi pa naman siya matandang matanda. Nasan ang hustisya ng batas sa pilipinas.

Ang isang SENIOR CITIZEN may qualified as indigent even he/she is a pensioner of SSS, GSIS or under the care of thier children or relatives because the amount of their pension may not enough to cover thier personal needs like medicines, foods and other necessities for living. For those SC who are recieving pension over and above 10k monthly are not qualified for the program and for those SC whose families ware able and capable to give financial assistance to thier psrents or relatives are not qualified.

  23. sa cabasan bacacay albay nga po maraming senior dun ang hindi nakakatanggap ng 500 monthly allowance.. lagi sinasabi ng dswd hindi pa dw narecord sa computer pero mron na silang mga senior id at booklet.. ung iba nsa 70’s na pro wla pa 500 monthly.. paki tulungan nmn cla..

  24. Tatay ko po 71yrold, may osca na po pero di pa rin daw qualified dahil di daw botante, eh hindi nmn sya pwede maglakad lakad at naka oxygen na sya at nakatengga na sa bahay dahil sa progressing copd nya since 2015. Talaga po bang kailangan botante ka?

  30. Shout out dto sa amin sa tanza cavite, particularly sa brgy. Paradahan 1.bakit ganun ang pamamalakad? 69 years old na nanay ko wala sya pension sa sss as in lahat wala. Kase sabi ng senior president nila. At least 80 years old daw ung kasama sa pension. Ang tanging binibigay lang sa kanila 150p per mo. Na allawans sa mga hindi pa umabot ng 80 years old. Tama ba??? Anong klaseng pamamalakad merun dto sa amin.?

  31. Tdito sa ligao city albay.. May binabayaran na 100 pesos yearly ang mga senior citizen… Kapag hindi nakapagbayad hindi makakatanggap ng pension.. Katulad po nung january 25,2020 nag bigayan sila ng 1200 pesos sa bawat senior.. At yung hindi nakabayad ng 100 wala pong nakuha na pension.. At wala pong monthly pension dito ang mga senior.. 65 yrs old na mama ko… 75 yrs old tito ko.. At 85 yrs na na isang tito ko .. Wala silang nakukuhang monthly pension
